Qwen public update decision packet

PrizePilot's repository update packet is ready for public link checks.

This page tells the account owner and judges what this update adds: a machine-readable judge manifest, Qwen before/after evidence, official requirement fit map, award thesis scorecard, clearer submitted-state language, backup WebM playback, and an explicit Alibaba endpoint proof boundary.
